The SNO911 Emergency Communication Center is a Progressive Design-Build (PDB) project transforming two existing office buildings — totaling over 90,000 square feet — into a resilient, fully-hardened public safety hub. The facility will support 47 emergency service agencies across Snohomish County, ensuring seamless communication and coordination during both routine operations and major disasters. The center is being designed to remain fully operational in crisis scenarios, serving as a cornerstone of regional emergency preparedness and response.
This adaptive reuse project presents a unique set of challenges, including working within the constraints of existing buildings and site conditions, limited access for construction and deliveries, and a highly engaged ownership group requiring close collaboration throughout the process. Despite these complexities, the project exemplifies innovative thinking, strategic planning, and a commitment to building a secure, future-ready facility for the region’s emergency services.
